This Complaint arises out of original RTI applications dated 21/01/2011 made to PIO General Manager, Mapusa Urban Cooperative Bank of Goa Ltd, Mapusa Goa.

Notices were issued by this office and the Respondent General Manager of Mapusa Urban Cooperative Bank of Goa also attended. However he has raised a question of jurisdiction. His reply dated 30/11/2011 which inter-alia contains the Minutes of 46^th Annual General Meeting of the bank held on 17/09/2011 is already given to complainant. Regarding other questions it is claimed that the issue of banking reflects financial condition of the country, and there are guideline from Reserve Bank. Hence the information regarding the working of the bank is not subject to public scrutiny. Further,the Mapusa Urban Cooperative Bank of Goa Ltd, Mapusa is a cooperative bank and governed by the relevant Act for a co-operative societies, under which the bank is required to submit the Certified Annual Accounts as well as the minutes of Annual General Body meeting every year to the Registrar of Co-operative Societies. Only those documents are covered for public scrutiny as expected under RTI Act, and can be obtained from Registrar of Co-operative Societies.

The Complainant has remained absent almost throughout all the dates starting with 01/12/2011.

The complaint is therefore dismissed for default as well as on merit. Order declared in Open Court. Parties to be informed.
