This Complaint arises out of original RTI application dated 14/09/2011 made to PIO/Deputy Collector & S.D.O; Mapusa Goa regarding Copy of Roznama, Judgment and Order in Case No. DYC/ENC/GLP/TIS/21/2008.

The Complainant remained present only till 10/09/2012 and thereafter except once he has remained absent till the last date of hearing on 20/11/2014 except once. The then PIO has filed reply on 19/11/2012 which he has not refuted. PIO has raised 3 grounds.

• It may also be noted that complainant has encroached the Government Property and had requested regularization of encroachment on Government land admeasuring 273 sq. mts. in chalta No. 135 and 106 of P.T.S. No. 74 of Panaji City which has been rejected by the Government. Therefore complainant has been filing such frivolous complainants every now and then with out any substance to put pressure on this Office for regularizing his encroachment.
• It is submitted that no appeal u/s 19(1) of Right to Information Act, 2005 has filed by the complainant before the first appellate authority, if he was aggrieved by the reply dated 19/08/2011 of the Opponent.
• But it is denied that, Opponent has destroyed the information and does not furnish the information to the complainant.

Complainant has not filed answer. It is presumed that the information is no longer relevant to him. Hence Complaint is dismissed.

The Complaint is dismissed for non persuasion. Order Declared in Open Court. Inform the parties.
