This
second appeal arises out of original RTI application dated 05/03/2012
made before the PIO/Deputy Director (Planning), Directorate of Health
Services, Panaji, Goa regarding constant absence of Dr. Kalidas
Vaigankar and action taken on him.
The
Appellant has remained absent right from 02/07/2012 in the matter
throughout except on 10/06/2014. Reply has been filed by PIO on
18/06/2014 but the appellant has not refuted it.
I
have perused his RTI application which bears reference to an earlier
letter written to Dr. Vaigankar which is not enclosed in the Appeal
Memo. Moreover question 2 and 3 are not in the nature of asking
factual information but in a manner of casting aspersions on the
Director of Health.

The
Appellant has never remained present since day one (11/09/2012), nor
enquired about appeal, although he has been attending to other cases
filed by him on a regular basis.
The
PIO, in his reply to 2nd
appeal, has stated how the questions are unclear and vague. The
appellant has not refuted. Hence I find that the second appeal lacks
merit.
