1. This second appeal arises out of original RTI application dated 12/11/2012 made to PIO/ Superintendent of Police (South) Margao, Goa regarding use of auditorium and hall of Village Panchayat .

2. On the last date of hearing on 14/11/2014, Appellant was present and orally stated his case.

3. The genesis of the grievance is that appellant wanted to conduct certain public program in Auditorium of gram Panchayat. This was earlier permitted by gram Panchayat on payment but finally his permission was revoked and he was stopped by Panchayat by using police force.

4. A perusal of his RTI application made to the police shows that his 5 question are more by way of conjectures and the PIO has answered by stating that information is not available. It is obvious that he holds police as responsible for the failure of his proposed program.

5. The Appellant needs to file RTI application to Panchayat if at all. This was explained to him. He agrees that appeal may be closed.

The second appeal therefore is dismissed as lacking merit. Order Declared in Open Court. Inform the Parties.
